| Census: Importance and need |
| This dialogue was arranged
to initiate a debate on the political, economic and administrative aspects
and implications of census and the reasons why such an important exercise
was not conducted since 1981.
One reason for the delay had been the rumours that a fool-proof census could not be held as less developed provinces of the country were to exaggerate the demographic facts to have a greater share in the national divisible pool. It was also questioned that why an activity that is considered much of a routine administrative exercise that every other country has to conduct to upgrade their database, was made that big a political issue. The political and economic benefits associated with the exercise are responsible for the deliberate confusions created about census. The dialogue observed that the disagreement of Sindh, Balochistan and N.W.F.P with Punjab was only about political and economic justice and not about census. Another factor which contributed to the politicisation of census was the allocation of the seats of the provinces in the national parliament. Since census was seven years late than the schedule, demarcation of the constituencies and the reallocation of the seats in the upper and lower house of the parliament was expected. Each of the province wanted to capitalise politically by manipulating the demographic data to have more strength in the parliament. |
