Communicating the social action plan
South Asia Partnership-Pakistan (SAP-Pk) is aiding the government to chart out a strategy for the Social Action Program: Communication Project (SAPCom), which aims at enhancing communication among the local NGOs, CBOs, government and the local community.

Under  this project there are plans to hold workshops across the country to identify and suggest better communication strategy to be used in Social Action Program -Phase II. This will be evaluated by the World Bank and the government before its implementation.

The SAP-II donors' consortium has also given a specific imperative that the recipient governments would have to utilise half of the international funding through the NGOs.
In this regard, SAP-Pk organised a Punjab NGOs workshop on of April 22, 1999 at its premises in Thokar Niaz Beg, to;

  • Share with NGOs and CBOs about Social Action Program Communication Project, its genesis, objectives, essential strategies and timeframe.
  • Identify issues related to social communication in development sector in Pakistan
  • Suggest strategies and mechanisms to improve communications among different stakeholders of Social Action Program.
There were 35 participants from 27 organisations representing, human rights groups, women organisations, networks and coalition from different parts of Punjab including 2 members from the JRC.

Mohammad Tahseen, Executive Director of the SAP-Pk, welcomed the participants. He told that the workshop also aims to identify the issues related to social communication in the development sector.  Subsequently, these issues would be incorporated in a design for the SAP Com.

Wendy Quarry, a Consultant of the Cowater International and Coordinator for SAPCom design phase, gave an introduction of the SAP Com Project. 
The workshop participants were then divided into following four groups according to their areas of operation; community based organizations (CBOs),  support organizations, women organizations and  advocacy groups/and networks
After an hour's deliberations the groups came up with their analysis and recommendations. Programme Manager SAP-Pk Irfan Mufti facilitated the strategic session and invited the groups to present their analysis in the plenary session.

Following table maps out the communication  needs and priorities for SAPCom as set out by the participants of this workshop. We hope it will better  inform journalists working with-in the four areas of the SAP - Phase II : public health, education, water and sanitation and social welfare.
