Nuclearisation of South Asia
Fifth Dialogue
August 02, 1998

Nuclearisation of South Asia was undoubtedly a big surprise for the super powers. Where a lot has been said about the involvement of those powers in the test explosions on either side of the fence, the truth of the matter remains murky as accusations fly between the two governments. India alleged that Pakistan had conducted nuclear tests with Chinese technical assistance and Pakistani leadership, while rebutting the Indian claims, blamed Israel and other anti-Islam powers for backing India. Journalists Resource Centre, invited a foreign media person to apprise us of what role those super-powers had played in conducting nuclear tests by Pakistan and India.

Lawrence Lifschultz, a renowned journalist and writer of the United States, has disclosed that the United States intelligence agencies failed to get any prior information about the Indian nuclear tests as they had been unable to penetrate the Bharatya Janta Party (BJP) high command.

He further revealed that the US intelligence agencies had men on their payroll in all the major political forces of the world, who keep them up-to-date regarding all the sensitive decisions taking place at the highest levels of hierarchy. He said the BJP’s case was somewhat different, as it was not recognised by Americans as a major political strength only a couple of years back.

He said even the Indian army chief and the interior minister were apprised of the decision only 24 hours before the nuclear tests were conducted. He feared that South Asia could be the next region after Hiroshima and Nagasaki that might face the nuclear catastrophe. He said that the limited vision of the leadership on both sides of the border could result in death of as many as 50 million people.

Observation:

It is obvious that the battle against poverty and economic stability cannot be won as long as such a large part of the world’s resources is reserved for improving and expanding the means of mass destruction. Scientists of peace have observed that the rapidly developing use of nuclear energy even for peaceful purposes is creating hazards for human life, and have recommended that the establishment of new nuclear plants should be slowed down.

Since the atom bomb was first used, scientific advance has made it a far more horrendous weapon. Today, the nightmare of push-button warfare, capable of bringing about the total extinction of human life, is no longer the mad scientist’s dream.

The recent Indian and Pakistani nuclear explosions in May have demonstrated to the world that even poor countries, if it so decide, can easily develop a nuclear bomb; for technically there is no difference between the preparations required for an explosion for peaceful purposes and for producing a nuclear bomb.

It is not very rational to argue that the balance of nuclear terror is a sufficient deterrent to ensure that a nuclear war will never be ignited. In human affairs, decisions are not always based on rational calculations. Therefore, it is absolutely essential that concerted efforts should continue to ensure control of nuclear power, prevent the proliferation of nuclear weapons, and persuade all nations of the world to agree on complete nuclear disarmament, that is to be followed up by the destruction of all existing nuclear weapons. The peace efforts must continue because they are necessary for saving the world from self-destruction.
